People’s safety is Braskem’s priority.

Since 2019, this remains our greatest commitment to Maceió and its residents. We recognize the social impact caused and for this reason, we diligently implemented the actions.

5 years ago, we began preventive relocation of evacuation areas in conjunction with authorities and entered into agreements to develop a set of actions and programs to repair, mitigate, and compensate for the effects of soil subsidence in Maceió. Therefore, we have permanently reaffirmed our commitments to the city and its residents.

To give even more transparency, facilitate understanding, and follow-up on these actions and programs, some already in advanced stage of implementation or even completed, we have consolidated our commitments to Maceió.

Safety of people and social support to impacted residents

Preventive relocation

100% of the properties within the risk area, defined by the City of Maceió Civil Defense in 2020, were vacated.
The Financial Compensation and Relocation Support Program (FCRSP) was set up to meet the needs of residents, merchants and business owners with property in the vacated areas.
The Program continues for residents of the evacuation areas as defined by the Civil Defense in 2020.

Residents of 14,529 out of the 14,549 properties identified have already been relocated.

99.8% of the total commercial and mixed-use properties have already been vacated.

Residents who were assisted through the FCRSP had their household move scheduled, carried out, and paid for by Braskem. All furniture is carefully packed, and, if needed, residents, merchants and business owners can request transport on the day of the move.

Psychological Support

The FCRSP offers free psychological counseling to families according to the needs of each one.
Residents and their families continue to receive assistance even after compensation has been paid.
Assistance is provided via telephone, video calls or at home.

More than 46.4 thousand individual psychological services have been provided at PCF.

In Flexais, psychological support is given to residents who are in situations of psychosocial vulnerability. Residents can request information by telephone or directly at the Mobile Service Post or at the Flexal Space.

Animal Support Program

Created to attend the needs of the residents of the evacuation areas, the Animal Support Program contemplated the transportation of pets on the day of the move, and if necessary, the animals had temporary accommodation (during the move or while the resident was in temporary property).
The program guaranteed castration, veterinary treatment and vaccination of animals. More than 8 thousand animals were attended to, another 4,800 were castrated.

Implementation of space for offering public services

In December 2019, the Residents’ Center was created and began to bring together, in one place, the services necessary to meet the needs of the residents of the risk area. In the center, rooms were provided for the MPF (Federal Public Prosecutor’s Office), the MPE (the State Public Prosecutor’s Office), Civil Defense and the Bar Association in the State of Alagoas, among others. Posts for banking, notary and real estate services were also installed.
A minibus service provided free transport for residents to and from the Residents’ Center. Due to the coronavirus pandemic, the center was closed in March 2020, but all services continued to be provided remotely.

In 3 months of operation, more than 2,600 consultations were carried out at the Residents’ Center.

In Flexais, a space was created to house health and social care services, as well as other services provided by the City Council, to the community. The Flexal Space operates Monday to Friday from 9:00 a.m. to 4:00 p.m.

Service Channels

A 0800 toll-free telephone service was the first step for entering the Financial Compensation and Relocation Support Program (FCRSP) or to answer questions about the evacuation areas. It was used by residents, merchants or business owners to ask questions or to ask for the assistance of a social services technician or facilitator.

This toll-free telephone number can be used to ask questions about Braskem's initiatives in Maceió.

Technical assistance to residents

The resident’s first contact with the FCRSP was through the social services technician. They held meetings with the family to understand the reality of the residents and they informed them about the services that could be requested, free of charge, at the FCRSP.
The technicians could also be the bridge between residents and psychological care services, legal advice, and family pet care.
Social services technicians helped residents prepare the initial documentation to join the FCRSP and with the steps to access the temporary financial aid, offered through the Program, as well as scheduling the household move.

Legal advice

Payment of legal fees of lawyer chosen by the family: The FCRSP provided for the payment of the resident’s lawyer fees, of up to 5% of the value of the compensation and limited to BRL 100,000.
If the resident requested the support of a public defender, the FCRSP team could assist in making the first contact with the State Public Defender’s Office.

Flexibility with documentation

In order to expedite negotiations within the Financial Compensation and Relocation Support Program (FCRSP), the recognition of ownership of the property has been flexible. Among the documents being accepted are: the purchase and sale agreement, a declaration and proof of residence.

Exclusive service for merchants

Merchants and business owners assisted through the Financial Compensation and Relocation Support Program could count on a team of dedicated social services technicians. The aim was to relocate different types of businesses with greater agility, covering companies of all sizes. The exclusive support provided answers to questions, assistance in preparing documentation and strove to speed up advanced payments to merchants and business owners.

Agility in presenting proposals and setting deadlines for reviewing proposals

The proposed compensation for the resident is made within 60 days, following the submission of the necessary documentation. The FCRSP team works to help residents present all documentation in as little time as possible.
When the resident does not agree with the proposed compensation, the deadline for the reanalysis and presentation of a new proposal is 20 days.
Once the proposal is accepted by the resident, the payment of the compensation is within five days of the ratification of the agreement by the Court.
To calculate the value of properties owned by merchants and business owners who do not have formal proof of billing, estimated values are considered.

Stabilization and continuous monitoring of soil in affected areas using high-tech equipment

Closure of salt mines

Since the termination of rock salt mining in Maceió in May 2019, Braskem has adopted measures to permanently close the salt wells. Studies conducted by Brazilian and international institutes indicate the appropriate methods to be applied to each one of the 35 salt mines.
A plan has been submitted to the authorities and approved by the National Mining Agency (ANM). Completion of the work is scheduled for mid-2026.

11 wells with recommended monitoring and plugging.

18 wells have been filled with sand. A total of 6 were completed (three of them reaching the technical completion limit. ANM approval will be requested).

6 wells have been naturally filled. A total of 5 were completed.

One of the most modern ground monitoring networks is installed in the evacuation areas and the surrounding areas to monitor any movements and enable preventive measures to be taken. Data is shared in real time with the authorities.

Preventive demolitions

Evacuated properties will be demolished following the work plan submitted to the Environmental Institute (IMA).
Some of these properties are being demolished urgently under the supervision of Municipal Civil Defense as a safety precaution.
These properties will be replaced with vegetation cover.

Approximately 2,000 properties located in Encosta do Mutange, a naturally unstable area, have been demolished.

Overall, 70% of the unoccupied properties were demolished following the issuance of the required environmental licenses.

Drainage and vegetation cover to stabilize the ground in the vacated area

The Mutange Slope, an area of 350,000 m2 naturally unstable, is undergoing stabilization and drainage works. Irregular constructions have been demolished and are giving way to a green area. A new drainage system is under construction and will be integrated into the existing system.

About 2,000 properties were demolished on the Mutange Slope.

High resolution cameras and motion sensor alarms were installed on the main streets of the vacated neighborhoods and in Flexais.

Buildings with historical value are monitored by a team of experts in the heritage field. They detect the potential need for construction work to preserve the structure.

When a need is detected, the historically valuable buildings undergo structural maintenance work. To preserve the building’s characteristics, each property is carefully analyzed before work begins.

Encouragement and support for cultural groups

The program will assist groups involved with the intangible cultural heritage, helping them to maintain activities related to celebrations and forms of expression.

During the traditional June festivities of 2024, five groups supported by the program delivered approximately 30 presentations.

Major highways in Maceió will receive new LED lighting, increasing lighting in these areas by 40%. Along with the lighting, a new electricity grid will also be delivered. This more modern grid reduces the risk of power outage by 60% and has lower maintenance costs.

To promote the inclusion of people with visual and motor impairments, Maceió’s package of urban mobility projects includes technologies to enhance accessibility. In total, 25.3 kilometers of sidewalks with tactile paving and accessible ramps will be built.

To restore a 47-hectare area of mangroves within the Mundaú Lagoon, the Aflora Mangue project was established. Planting has already started.

Tree seedlings are being planted as a component of an integrated urban mobility project, aiming to expand green spaces within the Municipality. Some of these trees will contribute to mobility initiatives, while others will be planted in designated municipal areas.
