Construction of New CAPS AD Facility Begins in Cidade Universitária Neighborhood

Maceió, July 1, 2025 - The Cidade Universitária neighborhood will soon be home to a new Psychosocial Care Center AD III (CAPS AD III). Construction of the facility is already underway and is part of the set of initiatives included in the Socio-Urban Action Plan (PAS). The project is expected to be completed by the end of this year.
The CAPS AD III will offer specialized care in mental health and substance use treatment, with the capacity to serve up to 45 patients daily. The design includes 694 m² of built area, adhering to guidelines from the Ministry of Health, with adjustments proposed by the local government to meet local needs.
The Center will feature welcoming and social areas, nursing rooms, a pharmacy and medication area, shared rooms with overnight accommodations, and spaces for administration, kitchen, and cafeteria. All areas will include ramps, tactile flooring, and accessible features to ensure full accessibility for people with disabilities.
Other PAS Projects
Other PAS-related projects are also progressing. In Cidade Universitária, a new Municipal Early Childhood Education Center (CMEI) is being built. The facility will feature 3,700 m² of constructed area and have the capacity to serve up to 600 children, from ages 0 to 5. The building will be fully equipped and handed over to the city upon completion.
Meanwhile, in the Bebedouro neighborhood, renovations are underway on a building that will house the area's new Social Assistance Reference Center (CRAS). Spanning 775 m², the facility will include dedicated spaces for the CadÚnico registration services and the Flexal Area. This facility will also be delivered fully equipped to the city.
About PAS
Measures to repair, mitigate, or compensate for the impacts of displacement in the neighborhoods of Pinheiro, Mutange, Bebedouro, Bom Parto, and Farol are established under the Socio-Environmental Agreement, signed in December 2020 by the Federal Public Prosecutor's Office (MPF) and Braskem, with the participation of the State Public Prosecutor's Office (MPE) and the support of the city of Maceió.
The Socio-Urban Action Plan encompasses more than 40 initiatives, ranging from the construction or renovation of daycare centers, markets, public squares, and health units to broader actions in the fields of cultural, social, economic, and urban development. Some actions are carried out by the company, while others are undertaken by Maceió's local government. The budget, as funded by Braskem, is BRL 198 million, updated annually.
The plan is organized into four key areas: social policies and reduction of vulnerabilities; economic activity, work and income; urban and environmental qualification; and preservation of culture and memory.
